Compose an agent-initiated SMS using the workspace UI components.
1. Add new third-party chat provider property 'live_agent_end_va_conversation' to toggle if a third-party Virtual Agent chat can be ended.
2. Disable controls like file attachment, message typing, and message sending if a third party Virtual Agent/live agent chat cannot be ended through the 'Compose Message' dialog.
