Defect fixes :
- The issue doesn't show up in the related list, but it shows up in the dashboard report.
- We need to skip integration when the applies_to is empty for incident, outage, etc
- If multiple sn_oper_res_issue records are created for the same issue with 'N' other entities, we are passing the same record as part of the API call which seems incorrect. Hence we see the chain reaction.
