The Land Access Management application enables public agencies to provide citizens, businesses, and other agencies with seamless access to public property booking and permitting while simplifying and automating the management of those public land assets for the government agencies.
- Public Space Reservation: Using the portal, citizens and businesses can reserve public lands like pavilions, parks, or buildings for events, research, or to conduct business.
- Powerful Automation: The fulfillment of land access requests are automated to save time and increase throughput for local government agencies responsible for managing these lands.
- License and Permit Playbook: Enables people to submit and track license and permit requests and provides government agents with automated processes for handling and resolving these requests.
- Regulatory & Safety Inspections: Schedule and conduct inspections of public assets for compliance, with mobile checklists and automated follow-up actions.
- Asset Inventory & Lifecycle Management: Maintain a centralized registry of land assets with condition tracking, ownership, and lifecycle data for planning and upkeep.
- Automated Contracts and Permitting: Simplified contract and permitting generation with templates.
The application builds on the ServiceNow Public Sector Digital Services (PSDS) model, leveraging core capabilities like Case Management, Work Management, CMDB extensions, and public-facing portals.

GIS Integration for Map-Based Asset Management:
Integrate with Geographic Information System (GIS) platforms such as ESRI or Google Maps to provide interactive map-based visualization of assets, including their locations, condition status, and related maintenance activities. This functionality enables users to gain spatial insights, improve asset management decisions, and efficiently plan inspection and maintenance activities. -
Condition-Based Agreement Clause Triggers:
Automatically evaluate application-specific conditions to determine when predefined agreement clauses should be included in an agreement. This functionality ensures that the appropriate clauses are inserted based on the characteristics and data of each application, improving consistency, accuracy, and compliance in agreement generation. -
Agreement Review and Editing:
Enable agents to review, validate, and edit system-generated agreement documents before they are issued to the applicant. This functionality allows authorized users to make application-specific adjustments while maintaining the integrity of the standard agreement template. -
Event Permit Workflow:
Enable citizens to submit event permit applications online as part of the reservation process, including the ability to upload required supporting documentation such as insurance certificates. The workflow guides applicants through the submission process while allowing the organization to review, validate, and manage permit requests efficiently. - Real-Time Availability Check:
When a user submits an event permit application, the system automatically validates availability for the selected location against the specified start and end dates. It cross-references existing bookings and blackout periods for that location, and confirms whether the requested date range is open or flags a conflict, preventing double-bookings and ensuring users only reserve time slots that are genuinely available before completing their request.

Post-Installation Configuration Updates
After installing the application, complete the following configuration updates:
- Record Producer User Criteria Updates:
Update, by Removing the SNC External User Criteria from the Not Available For list for the following Record Producers:
- Make a Reservation
- Research Activities
This will ensure the appropriate users can access and submit these record producers based on the intended application access model.
- Application Role Assignments:
Update the following out-of-the-box ServiceNow roles to include the required application roles:
- sn_customerservice_agent -> x_epiu2_land_acc_0.user
- sn_customerservice.consumer -> x_epiu2_land_acc_0.portal_user_external
- sn_customerservice.customer -> x_epiu2_land_acc_0.portal_user_external
These role assignments ensure that agent users and external portal users have the required permissions to access the Land Access Management application functionality.
Demo Data Import Requirements:
For demonstration purposes, the following data records must be imported into the instance after application installation:
- Demo Workspace Map Icon.xml -> Imports demo map icon configuration used within the workspace experience.
- Demo LeafLet Portal Frame.xml -> Imports demo Leaflet portal frame configuration required for map-based visualization.
- Demo Agreement Template.xml -> Imports a demo agreement template used for generating and displaying sample agreements.
- Demo Land GEO Data.xml -> Imports sample geographic data required for demonstrating land locations and map visualizations.
- Demo Land Asset Data.xml -> Imports sample land asset records used to demonstrate asset management capabilities.
These demo data files should be loaded into the instance to enable the complete demonstration of the Land Access Management application's workspace, mapping, agreement management, and asset management functionality.
